Monitoring & evaluating return

During the past two decades EU member states have gained extensive experience in supporting returning asylum seekers through a variety of projects. In order to make future policy and practice more effective and efficient, instruments are needed that measure results and impact of these initiatives.

HIT Foundation and ICMPD developed an action plan to elaborate a model for donors to compare performance of programmes and implementing organisations which aim to support the (sustainable) return of ex-asylum seekers.

The monitoring and evaluation (M&E) model will be developed and tested in practice within five EU member states and selected countries of origin. The results based monitoring system -including performance indicators- can subsequently be applied to other return programs.
